SPCB Election Observation Mission Report — FCT Area Council Elections,

The Society for Peace and Capacity Building (SPCB) deployed 25 trained, non-partisan observers across all six Area Councils of the Federal Capital Territory to monitor the 21 February 2026 Area Council Elections.
This report presents SPCB’s key findings, overall assessment, and recommendations to INEC and civil society stakeholders to strengthen electoral integrity ahead of the 2027 general elections.
Key Findings:
- Elections were generally peaceful and procedurally credible across observed locations
- Voter turnout in AMAC was approximately 7.8%, raising significant concerns about democratic participation and inclusiveness
- Last-minute polling unit relocations and inadequate voter information posed material barriers to voter participation
- The Electoral Act 2026, signed just three days before the election, introduces new compliance obligations for INEC that require close monitoring ahead of 2027
